Can new users get the free PSN games offered for their PS3 & PSP's ?

I've heard only a little bit about how the return of the PlayStation Network brought with it a few "welcome back" gifts for PS3 users. If I was never online before, is it possible for me to sign up now and snag these free games as well? What games are offered, and how much time do I have?
