What is the allotted site for an hydroelectric project on BOOT basis ?

What are the important parameters which can be well defined for a project when it is allotted by any State Govt. to an Independent Power Producer ? Such project has been identified on the basis of only preliminary studies as per Pre-feasibility Report.
